On the gasket that goes to the filler neck; is that just placed between the filler neck and the tank or is there some type of sealant that I should also place on gasket?

Don -- I'm at the same place on my '65. My AIM says no glue, and even though the old gasket was stuck at a few places, it was probably gasoline acting on the composition cork that acted as the adhesive. I notice the parts book calls for same gasket thru (at least) 1970, so I'd assume the early C3 tank-to-gasket-to-neck design is the same.
I'm going without glue and torquing the 9 bolts to min. 17 inch-pounds.- Top

My 69 didn't have any glue on it so that is how I put the new gasket back in...without glue.
One thing to check though is to make sure that the neck flange is as flat as possible and not distorted from the old screws like how valve covers and oil pans can get. If it is then just tap them flat again or I would think that you might have a leaker on your hands when you fill up.- Top
