C3 Starter Wiring

Is there a small gauge(14?) black wire that mounts under the starter mounting bolts nearest the flywheel? I have a extra black wire that I can't figure out where it goes? Any help is very much appreciated.

Yes. Look at your wiring diagram. Its there in full print

could be outboard sratrter bolt ground wire *NM*

On my 68, that wire mounts to the outer mounting bolt (one of the two that support the starter near the flywheel).
I believe it is a ground wire

Ground for the fan motor and wipers.
