T10 assembly date question

The mind is completely gettin' away now. I usta' know this stuff.

Trans. code on '63 T10: WB1331

Can't remember how to read it, and can't find logic unless it's:

First one: Jan
First three: year
Then 31st day

Vin number is low 9K's so seems like that'd work. Actually I'm trying to use this one to help identify a couple of others.
