OK, Stefan, you've gotten a lot of hits and no responses...the reason is there is little information in your profile or your post for us to understand your question.
Let's see, let's start with twenty questions...maybe it won't take that many, and I'll assume the answers until you say something:
1. Outer belt guide??!!...I've never seen anything like that on a Chevy passenger car engine, so I'm betting we're talking seat belts here?
2. OK, You're restoring a 68 Corvette...Is it perchance a convertible?
3. Do you know if this car came originally equipped with option code A85, Custom Shoulder Belts (convertible only)?
If all the answers to the questions above are YES, then it's possible that the big stud is for mounting the optional shoulder belts. Just a guess here...I don't even know how to spell "68 Corvette".
The 68 AIM should indicate whether this particular "outer belt guide" with the stud was installed in all convertibles, or just the ones with the optional shoulder belts. Experts in the 68-69 year class will have to help you with that question, but it would be a pleasant surprise if you find out you have relatively rare option (350 units). Finding good replacement shoulder belts may be somewhat less pleasant.

I´m sorry if the question was confusing.
1.Yes,we are talking seat belts and this is the Outer Belt Guide Reinforcement and supposed to be riveted from the underside of the car.
2.Yes,I´m restoring a Corvette 68 but it is a Coupe.
This reinforcement are purchased new from Zip and are for a 68 and if you look on Zip´s web site for the 69 Reinforcement there are no stud on it.I have asked Zip about it but no respons(they probably dont know )The old reinforcement are still on my car and the tricky thing is that I can feel the stud head from outside the car but the stud is not protuding on the inside???????.
I have looked in the Assembly manual for both 68 and 69 and it is possible to se the the stud on one page but I can´t find anywere what to mount on the stud.

Look in the back of the 68 AIM in the option section (follows UPC 14)...it should be right near the front under UPC A85. If the stud is used for anchoring the convertible shoulder belts, it should be clearly detailed on that sheet.
Since you have a coupe, I only mention this as a means to confirm the purpose of the stud...whether you have the correct part for your coupe is another issue which I can't address very well.
If you can feel the head of the stud on the outside of the part (it sounds more like a "reinforcement" than a "guide"), but there is no stud or penetration of the fiberglass floor pan, the stud was intentionally cut off. I have no idea whether this was done before installation at the factory, or if the part was previously replaced by modification of a convertible specific part.
It was still relatively early in standard equipment seat belts/shoulder belts, and GM may have been evolving the design of seat belt and shoulder belt anchoring over several years. It's possible that if late changes were made in anchoring of the coupe shoulder belt, the plant may have been stuck modifying the "reinforcement" for the coupe. Is your car an early car or a late car?
It is not for the shoulder harness that bolts to the side of the inner wheel well under the deck. I belive it is just to attach the inner chrome belt guide to it is probably not protruding through to the inside on your car because it has been broken off. Yoiu can get some with the bolt from CCC Caladonia Classic Corvette. But the bolt head is a regular hex bolt and not round and flat like your original. ALso it is plated a black color and the rest of the reinforcement is cadmium or bright zinc.
