There is a felt gasket (seal) easy to replace or just look at it?

Felt washer must go behind cap on shaft against shoulder at cover? Dont see any felt washer, where can I get one, any hardware store have what I need or can make one? Why are they felt, seems they would obsorb oil and then drip any way. Nut at shaft against cover only to slide this back to get to the washer or linkage and nut in between these two also, will this affect any adjustments? Thanks Brad
