I have seen a couple variations in the envelope, but, just haven't seen enough examples to be able to date them with any accuracy. The one 'unloaded' envelope in the PICs will go with my 69 Camaro glove box contents. Like you, I believe they were across the model lines.

There were several varieties of those bags - it was Chevrolet policy to source that package (bag and screws) from sheltered workshops for physically and/or mentally handicapped folks, and they didn't all use the same paper bags.
