I just fixed my turn signals on my 62 and started to put things back together, bolting the steering wheel on and putting the horn button retainer in. I checked the horn function and it didn't work. I think that it worked before the fix but I'm not sure. In terms of trouble shooting it would seem that the horn should blow if I connect the inner and outer parts of the steering column when the wheel is removed. I tried depressing the retainer ring to contact the base but that produced nothing. Any ideas for a step by step method to trouble shoot the issue?

Did you re-install the tubular plastic insulator with the spring-loaded brush contact in it in the hole in the steering wheel hub? That's what completes the ground path from the horn button/contact to the flange on the upper bearing.- Top

run a jumper wire from the sprung button that fits down in the wheel hub to ground. should blow horns. if it doesn't , remove steering wheel and hub then run jumper wire from the brass contact of the steering shaft bushing to ground should blow horns if systen downstream is intact. if they don't blow, problem is down stream of the steering col. good luck, mike- Top

Like John said, did you reinstall the horn contact button? On my 62, when I put in a new horn contact button, it worked fine. I had to take the steering wheel off again and when I replaced it, my horns stopped working. I took the wheel off again and found that the horn contact button broke in half. But I could not tell right away. With the contact broke,even when I pushed the button, it would not work. I replaced it and it works fine now.
