69 rear valence fasteners

Are the fasteners that attach the rear valence to the body painted body color? If not, what is their finish? The best I can make out from the archives is that they are finished with black phosphate, but it is not clear whether they are painted body color.

I seem to recall a picture of a 68 or 69 getting painted at the factory with a couple of the top retaining bolts loosly installed to hang the rear valence in place. It hung straight down so you could paint the edges, etc. Terry
