Manufacturing a leaf spring to original GM specifications is a challenge that most professional spring manufacturers find difficult or impossible. The problem is that the tooling and equipment required to produce an exact reproduction of the original spring is far too costly to re-create. I don't think that making one is going to be a realistic option for an individual. This includes an individual with access to manufacturing facilities of some sort.
Initially, Eaton Detroit Spring, the GM Restoration Parts Licensee for most of the original springs, attempted to make the 63-74 Corvette leaf springs in their own spring shop. I purchased one of their 9 leaf attempts years ago. It was a travesty. Some time later, I exchanged it for a much better product which I consider was manufactured for them by some major spring manufacturer. I'm relatively sure that it wasn't made in their shop. This spring was "pretty good"; not perfect by any means, though. However, with some work by the purchaser, it can be cosmetically improved to to appear very close to the original spring and I believe that it will perform adequately. I never installed the spring I got from them but I've seen cars with this spring installed and they sit at the correct ride height.
Although the above applies to the 9 leaf spring, I would expect that Eaton's current 7 leaf offerring would result in a similar experience.
Allen - did you check with Michael at America's Finest Corvette's yet....he has had originals in the past....anohter option may be David Crane at Cranes Corvettes. Both of these guys are in San Diego and seem to have a stock of non corroded examples frequently.......Craig
