On my 70 convertible, are the screws holding the panel above the guages (which says Corvette) supposed to be silver or black. Also, is the one srew that holds the wiper switch panel to the dask silver or black ?

My '70 has AC so I don't have the blockoff plate, however the screws going fore / aft are black. The ones going into the side holding the bezel in place are shiney (chrome?). The one going vertically upwards located just to the right of the wiper/washer push button appears to be natural finish - mine has an attached bezel on it (not sure if this is correct however - maybe someone can confirm this). All four in the face of the AC section are black. The two lower ones have an attached washer and the two upper ones are just black painted (or what's left of the black paint on mine).

I just had a chance to look at my car. 1970 with no A/C. There are three screws that hold the plate in place - all three point up. The two machine screws, one on each side of the switch cover plate, are as Joe stated black (or dark gray, one could consume a lot of beer deciding that one). There is one chrome plated oval head screw in the middle. Typical interior coarse thread. I think that one holds the top of the bezel to the dash.Terry- Top
