What's the URL? I don't see it in your post. However, I can tell you that there are quite a few of this type web-site out there. Usually, they charge a fee for membership but all that gives you is a "discount" on the fees they charge for a search. These fees are usually high---in the $30-50 range for a single search. The problem is that if it doesn't provide the specific information you're looking for, you're still out the fee. You don't find out if it has the specific information until after you pay the fee.

Don't know about that website or service.

I do know for certain that car ownership history databases and sources have been researched to death. Nobody's discovered anything new recently. If somebody has found something new, you would have heard about it here and lots of other places.

When I clicked on your link, my McAfee site advisor indicated that it found links to locatepeople.org which their analysis considered suspicious.
