No, I'm pretty sure it's a 67 cluster. I just didn't take into account the lighter bulb. My sense is the last individual to put the cluster back together after the speedometer/tachometer were repaired in Chicago missed the lighter bulb and put that bulb in the wrong socket leaving him with an extra hanging bulb that he simply removed the light bulb from so it wouldn'y shine behind the dash. I think when I reinstall the bulbs correctly, I won't have any extras. In addition, the ignition bulb isn't an 1816 so it isn't included in my counting method, which puts me back at one extra 1816 bulb (ie: the lighter).
