In the judges manual is says the intake may have silver over spray on it , what would be painted silver that would get on the intake manifold?

The silver paint was used to either touch-up areas of the manifold that had some engine orange overspray, touch up areas of the manifold that were otherwise stained, or, in some cases, the entire manifold was painted silver.
The term "overspray" with respect to the silver paint is actually a misnomer.In Appreciation of John Hinckley- Top

thanks , that explains a lot, what about the water inlet on the manifold, would it have gotten any silver paint?- Top

If you're talking about the thermostat housing, engines with a cast iron thermostat housing had the housing painted with aluminum paint. I don't recall if the paint was applied before it was installed on the manifold or after. Thermostat housings on engines with aluminum thermostat housings were not painted.In Appreciation of John Hinckley- Top
