Yes, you will still be able to publish a photo by entering the URL to a picture hosted elsewhere on the internet, if you choose.

You can also link to posted pictures on this new forum from other places but not directly to the picture image. Instead you point to a web page generated by the forum showing the picture: e.g. https://www.forums.ncrs.org/attachme...2&d=1204148081 is uploaded using the new forum software and, as you see from the URL, the page is generated by the new forum software! You can only view it after logging in using your soon to be created account or automaticly after you are validated as valid forum user...
