There are a few too many digits in the engine plant stamp code, but the "IH" code was used in '66-'68 full-size Chevrolets, and the VIN derivative indicates that it was originally installed in a 1966 full-size Chevrolet at the Van Nuys, California assembly plant.- Top

I think that you must be mis-reading the block casting number since, as far as I know, there never was a "3859912" big block casting. Casting numbers can be notoriously difficult to discern, so you're not the first one to face this problem (and you won't be the last one, either). I expect that the actual number is 3963512 which was a late 1969 and 1970 big block casting.
Your "HR" suffix code was never originally used on a Corvette, though. So, it came out of some other car. At the moment, I can't tell you exactly what car or application, but I will be able to later. However, I can tell you that it was built at the Van Nuys or Southgate California GM assembly plant by the "L" in the VIN derivative. So, it was likely a full size Chevrolet passenger car.In Appreciation of John Hinckley- Top
