You could try the penetrating oil method which you suggested, but I don't think that it's going to solve the problem. If you have the arm and the spindle off the car and can set it up in an hydraulic press, you will easily be able to press the stud out of the spindle. Also, be sure that you have the castle nut removed from the ball stud. I assume that you do, but I've heard of a few cases in which folks omitted this step.
Otherwise, a pickle-fork type ball stud remover can be purchased from most discount tool supply stores for a very reasonable price---usually about $10 for a "foreign" sourced tool. These will work well for the hobbyist-type as they don't use the tools very much. A screw-type ball stud removal tool usually sell in the $25-75 range. Once again, discount tool supply stores like Harbor Freight usually have them. Also, J.C. Whitney sells a few economical models of this type.
To efficiently perform work on Corvettes, there can be a fair number of special tools required. No getting around it.
