Is the "exposed" area of the bottom of block that can be seen beside the oil pan supposed to be painted orange as well?

they were all painted as an assembled unit., so YES, everything in sight has some paint on it

Along with the clutch inspection cover, all got painted. BUT, coverage 'downstairs' was, at best, erratic. It required the painter to bend over and they were in a hurry on the line.... Some original engines have been see with almost no paint coverage on the bottom side!
