1969 Positive Battery Cable and heat shielding

Can someone tell me (for a early 1969) if the positive battery cable is mounted with clips directly to the tunnel and then the foil heat shielding? Or does the cable get installed after the foil shead shielding is in place?

As always thanks in advance for any help and or insight

The cable is attached with brackets to the tunnel BEFORE the transmission tunnel insulation is installed. Most folks wish it was done the other way but it wasn't.
