Yes, I believe the ballast and coil are matched for electrical characterisitics. The only published electrical spec on the coils is primary and secondary resistance, but the turns ratio, which is a partial determining factor of a coils inductance is also important, but I've never seen specs.
The 091 coil and 0.3 ohm ballast will probably produce the best secondary wave form and energy, but almost any 12V coil designed for a point igntion will work.
