I've wondered the same thing. I think p01 was 68 only and p02 was 69-72 so it may have been different because of the 15x7 (68) vs. 15x8 wheels. Maybe the P02s are shallower?
I've never actually confirmed that there were two different part numbers are you sure that it was not just the option code that changed between 68 and 69?
It would be interesting to know also what the valve stem extensions looked like for that option. I've seen references to them but never seen one.

The wheel covers used for the PO1 or PO2 were the same throughout the 68-74 period. All were GM #3923630. I think that the change in option designation did not reflect any change in the option, itself.In Appreciation of John HinckleyComment

Valve stem extentions were screw-on plastic devices made (and still available at your local auto parts store) by Schraeder. You remove the Dill valve stem cap, screw on the extender and its self-sealing end IS the functional fill point--no provision for or need of a valve stem cap on the end of the extender.Comment

There is a difference between the hubcaps that came with the car and the ones you bought over the counter. The center hub was a little bit smaller in diameter on the over the counter caps. The test is to run your fingernail down the fins from the outside toward the center and if your fingernail "catches" on the rear outside edge of the center hub, it's an original.Comment
