Earlier (April 13 2:00 pm) I posted a request for information on where to find these plate/spacers. Many thanks to all who responded. Believe it or not, after calling, emailing and posting on several boards with no results, I actually found a pair of these right here in my own back yard. From a company I wasn't even aware of, found out about them through a local corvette salvage yard.
The name of the company is Coffman Corvette and they reproduce the entire soft top frame including all hardware (pins, screws etc.) for many year vettes. They also had the pin & bushings for the power top link that I have been looking for several weeks now. Everyone kept telling me they are not necessary, to just drill them out and repaint. They also rebuild tops and frames as well as manufacture core supports for mid year vettes the plates they sold me were used but they said they are in the process making templates to correctly reproduce these also. They tend to be a little pricey, but what isn't these days ($1.60 gal. for gas). I was very impressed by their operation. So for anyone looking for soft top parts or services I would try Coffman's first.
P.S. I have no connection to Coffman's other than I was tickled pink to find parts that every one expected to be scarcer than hens teeth and the fact that they are in the process of reproducing these shows their dedication to restoration.
