Can the rubber doughnut around a lower ball joint be replaced without removing the ball joint? I have a tear in one of them but joint seems ok for now.

Yes it can. You will have to remove the ball joint from the spindle, but you will not have to remove the ball joint from the lower control arm. I believe that a replacement piece is available from your local part stores. -
