71 front bumper adjustment / alignment

My 71 front bumper looks to be frowning. i.e. when viewed from the side of the car, the bumper ends that wrap around the side of the car are headed down hill. I messed with this for a long time trying to adjust and/or shim... There really doesn't seem to be any adjustability built into these that I can see. Am I missing something? (The bumper's fine when the corner bolts are loose, but when I tighten them it pulls/twists the ends down.)

    Thanks for any ideas,
    Karl

Hello, sometimes when the front end was repaired or changed, minute missalignment is possible. I remember Richard Newton in his book joking (or not joking) about building the front end around the bumper to get those beautiful front ends of the shows. Even factory cars shown in old factory photos had sometimes a not perfect blend. I should use shims to compensate, even perhaps wedge like shims to compensate the tilted matching surfaces.
