You have alot of options to choose from and they depend on a few details. Size of the garage, height of the ceiling, wall or ceiling mount, electric or gas. The foundation and slab construction will help, if you insulate the inside of the foundation walls and use insulation under the slab. My garage is 24x24x9H, I have 5'of 3/4 inch compacted stone under the slab, insulation on the inside of the foundation walls and two layers of 8mil poly under the slab. I choose an Empire propane heater (38,000BTU)(wall mount) with a blower installed to push the heat. It also has a Honeywell thermostat. The heater doesn't require electricity so when I loose power the heater will operate, but the fan won't. Heater should to located at the rear of the garage and you should give some thought to doors and windows. I sealed my floor with a concrete sealer to prevent dust (this is a must).
