How can you tell if a rag joint is bad?

It looks rag-ged?

1)Physical deterioration of the rubber and cloth sandwich
2)Differential in movement between the upper and lower halves while the steering wheel is being turned.

If you watch the rag joint very carefully while someone inside the car is gently moving the steering wheel left to right you may notice the studs in the rubber are elongated and there is play in the assy
