I'm working on a Carter AFB carb, with one of those "glass bowl" fuel filters which houses an AC GF-48 filter element. Not wanting to order a GF-48 and wait a few days, I went to NAPA and bought a "NAPA Gold" 3034 fuel filter, which I presume is the same design as the AC version (It comes with a paper element and a flat rubber ring gasket). Here's my bonehead question, I'm chagrined for having to ask it. How does the fuel filter assemble? Let me explain. The assembly can go together two different ways, and both ways look like they'll work.
Method 1:
Install flat rubber ring gasket first,
Install element next on top of rubber gasket,
Install and tighten glass bowl.
This looks like it fits better this way, but what keeps the element from eventually dropping down into the glass bowl?

Method 2:
Install element first,
Install rubber ring gasket over the element,
Install and tighten glass bowl.
This doesn't look as correct, but definitely holds the element in place.

Which method is correct? The previous filter element was a Fram CG3 which had the rubber gasket mated to the element - there was only one way to install it!
