What is the correct procedure for reinstalling the radiator support? Is the radiator support reinstalled with the same number of shims at the frame and the body lifted to the mounting holes; or is the body mounted to the radiator support and the the radiator support shimed at the frame to a specific dimension. Or is there some other methodology used.

There is no magic in how many shims are used at this point. If the original shim packs are still there and the frame and body have recieved no damage, then the original amount of shims will probably be correct. But most of these cars have had damage and then all bets are off. Just bolt the support up to the body and shim to suit your needs.
