Just starting a frame off resto of my 71 small block roadster. It looks like side exhaust clips are welded on the side of the frame. One clip forward and one further aft. As this RPO was not offered on a 71, could this be a dealer installed option (like the luggage rack I have)? And second, would putting the pipes back on (and luggage rack) be in line with my "original" restoration objective? And finally, what are some ways I can tell if the car in fact had side pipes installed. Thanks a lot! I missed Carlisle this year for the first time in many years and was going to pursue the answers there!

In my opinion, there is absolutely NO WAY that your car could have been originally delivered with side pipes. Side pipes for C3s were, mercifully, limited to the 1969 model year as a factory-installed option. If the car has been equipped with side pipes in the past, then it was a dealer, owner, or otherwise installed item. Regardless of how installed, since we know that they were not factory installed, if you install them now it will definitely NOT be consistent with a goal of "originality" and will cost significant judging points in NCRS or NCCB events.In Appreciation of John Hinckley -

The brackets you describe sound just like Hooker headers and had a removable extension pipe to leave the open headers for racing. The 69 exhaust will work on your car but would not be original, just sound and look good.
I don't like luggage racks and removed mine on a 69 and filled the holes before painting. DavidavidComment
