E brake cables and 'Horseshoe' clips

The rear emergency brake cables I got for my '63 have small thin black washers where the cables pass through the backing plates and frame. I don't really understand where the 'horseshoe' clips go or even if they are required for these cables. Any advice or experience here?? Thanks in advance for any responses.

Pete, Where the cable passes through the bracket on either side of the car - this where you use the horseshoe clip. Between the lip on the cable and the bracket.
