Early 68 wiper bay

Does anyone know if the bay under wiper door and grill was blacked out on the early '68 cars? or, was it body color/overspray? My car has been repainted and the bay is blue as well as the the wipers and the mechanism for the wiper door. I originally thought that it should be blacked out and that this was all just a sloppy paint job. But, now that the wiper door and grill are off I can see no hint of black paint to support that.

My original owner Feb built 68 does not have body color in area in question. In fact the very top of the firewall where the hood weatherstripping provides a seal is black. My 70 and 68 are both black from this area to the windshield. Most of the black in the windshield wiper area is black water proofing material that resembles undercoating. This material should have numerous old age cracking if original.
