66 Front Lower Valance-to-rad Support Screws

My 66 BB has two philips head screws passing thru the lower front valance panel into the radiator support - one on each side of the lower bumper braces. There is another set of holes just behind (aft) of those screws which are empty and appear to go nowhere re fastening anything.

First question - why are their four holes if only one set of screws is used? S/B radiator or other year application?

Second question - where these screws zinc or phosphate plated with no body color or was there overspray because they where installed when the car went down the paint line?

Only the front hole on each side was used; the screws were originally phosphate-coated, but they were installed in the Body Shop and painted along with the valance panel, so they would appear body color on a finished car.
