Yes, that's how it's done. The nylon bushings simply pry out. New ones snap right in. The bushings are the same for both coupes and convertibles.
The bushings, GM #3977779, are discontinued but I believe they are available in reproduction.In Appreciation of John Hinckley- Top

Hi Scott,
The AIM indicates that the 'paddles', as that part of the latch is referred to, should be set so that a 13-16 lb load is required to release them.
I've never tried to measure the effort required for the locks on my 71, but I'd describe it as enough pressure being needed so that I can feel the rubber bumper in the adjustable 'peg' is being compressed as I close the latch. The 'paddle' pops into place.
I'm sure there is a device to measure the load but I don't know what it is.
