    C3 1977 Heater Hose routing

On a non air conditioned car can a shut off valve be placed in the hose off the water pump? The reason is constant heat with controls in car in the off position.

Sure. That's a common practice for drivers without a factory installed valve. Some use two valves, one for each hose.

I completely disconnected the heater core, which eliminates hot coolant in the cabin altogether. Of course it's more work to restore heater function, but that feature for a big block driven in Texas is superfluous.
