I have restored a few sets. There are a couple of things you will want to do. First remove the metal strip at the top. You can remove light scacthes with 2000 grit paper (wet) staying right in the area. Wipe with lacquer thinner. Prop them up on a slight angle or hang them. I used SEM products in the past. Spray and wipe using SEM Plastic prep (38353) let it dry completely. I use the SEM vinyl dye (actually it is a paint) and put the absolute lightest coat I could to get coverage. This leaves a semi shine and this is when I begin to freak out because they look restored. Once they have completely dried (couple of days) put the chrome pieces back on the seat backs. Now hear is the part that makes them look original. I cover them in vinyl product 303 Aerospace protectant that gives them the shine of the original seat back. This needs to be reapplied a couple of times. I do not recommend using any primers as they tend to fill the light grain of the original back.

Believe it or not I have actually used paint remover on a couple sets with great results. I would try what ever paint remover you have on a small area first, maybe on the inside to be sure it won't hurt the seat back material.

Hi Russ, did you use any adhesive promoter before paint?

I haven't painted them but if I were going to I would just use a plastic cleaner or prep.

The hardest part is the cleaning of anything silicone based that prior owners may have used.
