Who knows the easiest way to install upper a-frame bumpers with the coil spring installed but the upper a-frame out of the way?

If by "out of the way" you mean with the upper a-arms removed, it's no problem to install the bumpers. Simply lubricate the "peg" on the bottom of the bumper with soap or silicone rubber lubricant and press it into the orifice in the frame.
The coil springs have absolutely nothing to do with this. You can remove the upper a-arms without touching the coil springs.
By the way, the bumpers, originally GM #3742247 and last available under GM #384220, are discontinued. However, I'm sure they're available in reproduction. In Appreciation of John Hinckley- Top
