David, I've done a good deal of research on this and what I believe the sequence of events is:
GM had a build plan by VIN as to what was to happen on first and second shift on a particular day. Let's say your Shipping Data Report says 4/19/63. Than VIN was scheduled for 4/19/63 on either 1st or 2nd shift to roll off the line. However, while the car was on the line a document was produced for the shipper called "The Regular Commercial and Truck" report. It was several copies thick. The person on the line looked at the clock and typed in the date the car was at his station. If it was 1 minute after midnight the production date was 4/20/63. It is normal for the Shipping Data Report and the Production Date not to match if the car was built after midnight.
The Regular Commercial and Truck report copy 5 was left with the dealership when the car was delivered. Some dealers left it in the glove box for the first owner.
In any case, If the Shipping Data Report says 4/19/63 and you have no other documentation, assume that is the day it rolled off the line.

IIRC John Hinckley once told me that date was the date the factory could claim production and get paid and/or receive credit for producing the car.
