Did GM make an alternator fan differently for the power steering/ big block cars? In other words is there an alternator fan that is cupped in the opposite direction than the majority of the applications?

No, while there were several different fans used, they were all "cupped" in the same direction. That's because in "days-of-old" all alternators operated with the same rotational direction. In Appreciation of John Hinckley- Top

Joe, you're forgetting about the Corvair!!
Although to be serious, I highly doubt this is what the OP has since I don't think the belt would line up correctly with this pulley. Not only that, but on the Corvair, the fan and pulley were one piece.
George, can you post a picture?

Some Corvette alternator fans were a 1 piece pulley and fan assembly. GM #3909815 and 3909817 are two.In Appreciation of John Hinckley- Top
