64 Exhaust Valence Panel Hardware plating

I think the hardware for the ends of the panel to the rear fenders changed over the C2 era but for 64 I'm told they looked like the attached pic. My question is this: what is the plating? Black...bright...what?

They look the same as my '66's and mine are finished in black phosphate.

zinc plated, often two are painted body color.

Gene, ae you talking about the short captive washer screws across the back? I'm asking about the the two long 1/4-20 bolts with flange nuts on each end of the panelwhich are accessed from under the car. There are only two, one on each end or each side of the car.

Lower valance bolts silver. Flanged nuts phosphate. Upper bolts silver with outer 2 painted on survivors.
