1964 Chassis Questions

I am assembling my chassis and I need help. I have two questions:

Question #1
The frame is a Vette Products reproduction. My old frame is gone. I took pictures of most everything, but missed the detail on this hole location. VP doesn't drill holes for fuel or brake line clips.

The Assembly manual shows a clip in this position, but I'm unsure where to locate the hole. Can someone please help me with a measurement and/or picture?

Question #2

I have an original correct idler arm in good condition. The rubber boot seals are not usable. Does anyone know where I can buy correct appearing replacements?

Measurements just done by hand, so not exact! (From original Mar64 frame)

David,
This is a 67 frame if it makes a difference. The shaded area at the bottom of the tape represents the weld. If you want anything else let me know.
This is not accurate to the thousandth of an inch.
