Gene, I understand locking the two nuts together makes sense. BUT, in the 66 AIM Page f153 upc 5 c1 it calls out (adjustment procedure) to tighten nut 3a to obtain cable tension, then hold and torque nut 3b. One on each side of the equalizer. The drawing could be wrong or it was never done like the drawing. Old original cars speak better as you have seen.
