I believe that the 1 after the CE on the pad refers to the 1971 model year, so the character on the date code would be 0 for Sept 4, 1970.

I'm not sure two Boyd's is better than one, depends on the time of the day and the Pub your both in. I have to agree with both of you and an Aleshire for good measure - I think its a "0"
