Could it be a turn signal flasher capacitor? Was this even used on early C2's as on C3's?

It is most definitely a turn signal capacitor ,and yes it was used on C-2s. I cant speak to C3s
All the numbers and letters match the one on my 66 to a tee. It is missing the black piece of cardboard though.

Mystery solved!! Jim, I found the capacitor in the AIM as you directed. I wonder what this capacitor actually does as my turn signal work fine now. I'll try to insert the contacts in with the flasher and see if I can detect any difference. Thanks for everyone's input. Jim, it is especially nice to see your capacitor is exactly like mine, except of course, the missing black cardboard. Thanks again.

It's part of the radio RFI suppression package to prevent possible "ticking" on the radio as voltage is applied and released by the flasher. That's why it's shown in the U69 section of the AIM. It would not be installed on a car that didn't have a factory radio option.
