John, go to the contacts link and locate an NCRS chapter close to where the car is. Email the chapter chairman or the judging chairman for assistance. We do this all the time.

Where in Illinois? Some part of Illinois would be close to the St. Louis chapter or the Indiana chapter (or perhaps more) as well.
