1967 accelerator lever ground strap??

I have a 1967 427 390hp. I believe there is suppose to be an accelerator ground strap. Is it attached on the outboard or inboard side of the accelerator? What does the other end of the strap attach to?

See attached photos. Ground strap is on driver side of accel lever. Assemble Lever, star washer, bolt head.
The other end of the ground strap is attached under the bolt that holds the ignition shielding bracket; again, star washer is between bracket and strap.

Question, does the 67 AIM, radio section, show the star washer??? Know earlier C2's do not call for a star washer, since the accel lever is bare metal & not requiring the teeth of the star washer to bite through paint.

Section U69, A3 in the '67 AIM does show the star washer (referred to as lock washer).

Attached the 64AIM showing no star washer. So since 67 had one - bet that's way some judges look for it on the 63/64 which did not have the lock washer.
As one can see from the 2 AIM's somebody had to redraw the area to add the lock washer, wonder why it was added?

The only guess I would have is that the star washer actually acts like a lock washer not allowing the bolt to loosen...maybe there was a TSB on this.
