The license plate attachment kit was included at least through 1982 and, most likely, longer---perhaps right up to the present time. However, the kit part number (and contents) changed over the years. These kits were PRODUCTION-only and were generally not available in SERVICE, although the components of the kits usually were available.

They were separate. Frames were available in SERVICE, too.
