My first thoughts about the sticker placement mirrored yours regarding the AC compressor hiding the sticker if on the front of the vc. This car is an AC, PG, base motor car produced on 3/31/67 so it's a later vin number. A running change that was hand placed on the line would make sense but the engine was assembled in Flint and the sticker says "Flint #1". I can't see the St Louis guys caring enough to manually place a sticker so that it "could be seen".
