The rear (secondary) floats should have the "saddle" in them to straddle the air valve shaft -- which you can see if you look down in the secondary float bowl; the primary float should not have it. Red rectangle in second picture.
Chicago Corvettes has the correct floats (not cheap though and not my favorite vendor).
Some of the float kits have that clip that holds the needle valve to the float pivot arm - some don't -- its that simple. I don't think they're necessary as the floats are kinda upside down in the WCFB...no help is required for the float to unseat and fill the bowl - gravity does it.
I suspect your carb had a Bubba rebuild before you got it with two secondary floats used and the unnecessary clips installed.
I prefer the Daytona Carbs rebuild kits with the "thumbtack" float as it makes setting the exact float level less critical. No clips with this kit.
The only other kit I use is the Echlin kit and I don't recall if it has the clips or not.
Avoid the "white box" Chinesium rebuild kits.
As an aside - this 3501 WCFB I rebuild last month did not have the clips (although the needle valves had the groove for one); but; the needle valve seats had little filter "socks" on them to prevent fouling - a new one on me...- Top

If it helps the confusion. My 65 had the clip from the seat needle to the float. So I reassembled it with it. Was someone else in there at one time? ........ my best guess is yes. The only change I ever made to this carb is the primary jets are one size bigger to eliminate a slight stutter as the heads are “cleaned up”.- Top

John! The original Carter engineering print shows your WCFB (3697s) as using (2) of the cutaway (saddle shaped) floats, both primary and secondary. Some of the WCFB carbs used the "d" shaped float in the primary, but it all depended on the engineering number of the carburetor. For yours, use the saddle shaped floats front and rear.

Big fan of Daytona Parts, they have the best kits (bar none) and have all the original Carter microfiche engineering drawings for their carbs in two huge file cabinets. Ron (and Tim) will never steer you wrong....here is my AFB on their 'test mule' engine tracking down a vacuum leak.
If they say certain carbs used two saddle floats then you can take it to the bank.Attached Files- Top
