    Not as designed, when starting 380 unit on 64/65 the bypass solenoid opens allowing raw gas from the engine fuel pump to flow directly into the injector fuel spider and into the engine. IT will flood if warm, owners manual even states to depress gas pedal to over ride the bypass solenoid and prevent hot car flooding. Not normal.

                I think many people do not know that fuelies have a high pressure fuel pump (downstream of the low pressure one on the block) that is driven from the tachometer by a cable like a speedometer cable. When cold, with the choke set, cranking it supplies high pressure fuel to the injectors. So no need to hold the throttle down to start it.
