1968 454 Tri Power wiper cowl and wiper motor

working on a 1968 C3, this is the problem; first the vacuum is only at 7in and the cowl will not lift and return, my suspicion is that the CAM was changed and now it does not produce the correct amount of vacuum, with that is there any solution? second is the wiper motor 1-5 have burnt the points out when it was installed and turned on. Any ideals ?

    Thanks

7" hg may not be enough to operate the doors. Do your headlight doors and HVAC operate?

    Three choices I see:
    - Open the door manually when needed
    - Get another cam or engine with more vacuum
    - Don't drive in the rain (or use a lot of RainX :-) )
