Just to confirm what has been said - the wiring clips I was speaking of in my original post were the firewall wiring clips. The plastic straps to the front header bar you show in your pictures are correct for a '63. As for the headlight wiring going beside the headlight support bar. I found mine that way, but both my headlight motors had been out of car at some point before I acquired the car.
Header bar was painted prior to installation (some might say it left in Zinc Phosphate primer) so rivets should not be painted as Gary notes. I just cleaned and painted my bar and hit the rivets with a Dremel to clean the paint off them.
Actually there is very little paint on (if any) on the fiberglass in this area- same for the front and front underside of the hood. When the underwood blackout was applied the hood was up and the painter was standing in the rear of the hood opening on the drivers side, which restricted paint from getting into this area.
Gary's car looks fantastic - I don't recall paint coverage being as good on my car but the assembly line could have been having a tough day.
